Obama plan links pollution cuts with higher fuel efficiency
The proposal would combine tailpipe emission cuts with higher on road efficiency, aiming for 35.5 mpg fleet average by 2016. New cars 39 mpg, light trucks 30 mpg. It projects saving 1.8 billion barrels of oil and the environmental impact of removing 177 million cars. Automakers back the plan and consumers would pay about 1300 more by 2016, offset by fuel savings. California and 13 states seek stricter rules but could rely on federal enforcement.
