Agriculture Minister Shoichi Nakagawa said negotiations to resume U S beef imports could start as soon as Wednesday once Tokyo receives a survey report on 37 U S meatpacking plants. US officials led by Chuck Lambert are in Tokyo, with talks set to begin in the Japanese capital. The ban, first imposed in 2003 then eased in 2005, was reimposed after a January shipment error. Japan bought about 1 4 billion of U S beef in 2003.
