Rail Issues Narrowed by JFK Panel on Firemen
A three man presidential panel urged gradual removal of most firemen from freight and yard trains, narrowing lines of dispute between railroads and unions and aiming for an agreement within days. The panel says many fireman tasks can be shared with other workers, but safety requires identifying any essential positions. Passenger trains remain unaffected.

Demos Push Grain Measure For Kennedy Feed Bill
Senate Democrats push ahead with Kennedy feed grains bill hoping civil rights clashes subside. A bipartisan civil rights group weighs attaching a rider to empower federal action in Birmingham. Senator Humphrey says a rights fight would derail passage and the two-thirds vote needed for a new wheat plan by referendum next week. Court rebukes Hecker over Thresher mission details
The court censured Hecker on April 16 stating his conduct as Skylark commanding officer appears to be subject to inquiry. It ruled his failure to inform higher authorities immediately of Thresher’s final messages could not have caused the loss of the $45 million submarine. Hecker’s attorney argued subsequent testimony showed he fulfilled his duties.
