Kansas budget balance settles budget tax relief clash

In a 1981 session wrap, Kansas lawmakers chose a balanced budget over expanded school property tax relief. The omnibus appropriations bill clearing final passage totaled 2.75 billion for FY82, with 1.35 billion from the general fund and a 35.5 million property tax rise next fall. Governor Carlin warned of veto powers and potential overrides. A 14 member school funding study task force and post audit performance reviews were also approved.
