Kansas Senate panel reopens 2011 budget talks
A Kansas Senate Ways and Means Committee reworked its 2011 spending and revenue plan to offset a weak April tax take. The revised package retains a $13 billion total but lowers new state taxes by shifting about $183 million to federal funds, keeping a 6.3 percent sales tax while dropping tobacco tax hikes to win border-area support. The plan relies on a $131 million Medicaid match with a 70-30 federal-state split and faces debate as both chambers edge toward May adjournment with no tax hike consensus.

Kansas House approved an override of Gov. Mark Parkinson's late term abortion veto by 86 to 35, sending the bill to the Senate where it faces an uncertain path.
