Kansas to shift juvenile care to community bases
The 1973 Kansas Legislature approved a plan to move juvenile delinquents toward community based treatment with a $158,477 start up appropriation effective July 1. Dr. Robert Harder calls the money seed money as communities build a multi agency foundation while avoiding statewide run programs. Five Kansas communities have asked for guidance and funds as lawmakers weigh the broader impact over two years.
