Budget strains as Brownback cites volatility and Medicaid questions
Governor Brownback warns revenues and expenditures swing widely amid a revenue shortfall. He cites the oil severance tax as an example of volatility and notes January sales tax rose while a 4 percent gain was forecast. Critics say reliance on one-time highway funds worsens the balance. He gestures toward Medicaid expansion uncertainty while touting a $13.5 million federal grant for a welfare job program, arguing it is more stable than Medicaid dollars.
