A House Transportation Committee endorsed a bill requiring most children to wear seat belts or use booster seats. The measure, approved by the Senate last month, raises fines to 60 dollars and includes an exception for belt shortages. Gov. Sebelius supports signing the bill.

Garden City police report a fourth arrest in a March 6 assault and stabbing. Alfonso Morales, 14, of Old Post Road, was detained for attempted second degree murder and related charges after the 2700 block of North 11th Street incident. Diego Munoz, 17, was injured and treated at hospitals. he has since been released. Other arrests include Armando Rincones 21 Hermosillo 18 and Robert Macias 17. Police say more arrests may follow.
