In Topeka the House K-12 panel unveiled a new school finance framework by chair Larry Campbell. It borrows from the old model and adds weightings for at risk and bilingual students. Some districts like Garden City and Dodge City could gain while Hutchinson and Salina might lose. Local pools would replace the local option budget, tying part of funds to the ballot box.
