Debate over drug treatment plan stirs Kansas House
In Topeka the House debates Senate Bill 123 amid war on Iraq and rising Reno County drug prosecutions. Supporters tout treatment over prison to save costs and aid public safety, while opponents say the bill lacks funding and bed space savings. The plan would fund up to 18 months of treatment for about 1,300 offenders, or build two El Dorado cell blocks, with strict terms for those who drop out.
