Wichita AP reports drought and disease threaten the 2002 Kansas winter wheat crop with potential losses on par with 2001. Only 24 percent in good to excellent condition, 64 percent with no winter kill, 16 percent very poor. If rains don't come by late April, farmers may abandon fields, shrinking an already small harvest. Kansas seeded 9.4 million winter wheat acres, 400,000 fewer than last year.
Garden City voters face a 4 to 5 mill increase for the Recreation Commission after a 4-0 City Commission vote. Officials cited growing maintenance needs, a planned soccer complex by fall 2003, and the Big Pool. Commissioner Whitham urged preserving ad valorem revenue share and pursuing grants. Voters have 90 days to protest, with the higher levy to apply to the 2003 budget.
ConAgra’s 2001 property value appeal trims county revenue by about 600000 for at least two budget years. Pre fire tax bill was 847361, now annual payments drop to around 250000 for 2002 and 2003. Appraiser Roop says revised values reflect a burned-out building's likely sale price.
In Topeka the Kansas House debates revenue measures to cover a 679 million budget shortfall. Lawmakers consider sales and excise tax hikes while rejecting income, estate, and property tax increases. A 1.4 million income tax credit bill for about 6900 seniors passed, and a 62.6 million school levy hike failed.
Tuesday at the Kansas Legislature featured votes on estate and property tax hikes to close a 679 million shortfall, a Senate approved bill to require thumbprints and Social Security numbers for driver licenses, a House rejection of a standby child seat mandate, and committee activity on redistricting and reapportionment. The Senate also approved a 600000 boost to the court system budget as the 58th calendar day of a 90 day session ticked by.
