About 200 residents attended a FEMA and Kansas Water Resources presentation on the updated Flood Insurance Rate Maps. Kaleb Kentner and planning staff assisted as attendees checked address searches to see if their property sits in the 100-year flood plain marked in blue or red. Residents voiced concerns over insurance costs and the inclusion of ditch-adjacent and nonresidential areas, while officials explained flood probabilities and map availability.
Sunflower Electric Power asks U.S. District Judge Eric Melgren for expedited discovery to depose Gov Kathleen Sebelius in its federal suit over air permits for two coal plants. Sunflower wants videotaped testimony on or before March 18, arguing her future HHS role would hinder deposition and raise costs. Sebelius would be dismissed if she resigns, the company says, while the state reviews the filing. Rod Bremby denied the air quality permits in October 2007 citing emissions and public health concerns. Sunflower continues to challenge that denial and carbon dioxide considerations in court.
AP wire notes the Obama stimulus allocates 7.2 billion for rural broadband grants and loans to reach isolated farms and libraries. Kansas officials say about 6 billion in rural aid is designated for agriculture, with 50 million for Farm Service Agency computer upgrades, 173 million for direct operating loans, and 750 million for crop disaster funds. A Westmoreland area farmer, Glenn Brunkow, recently gained broadband via a local cooperative fiber line, enabling a side RFID cattle tag business with his wife Jennifer.
Ashley Wagner, 21, a Kansas State University student from Seon, competes in Topeka for the fifth annual Ms Wheelchair Kansas. The event highlights inner strength, with judges naming a role model and state advocate for disability awareness. Wagner became a quadriplegic after a 2006 car crash.
