Kansas earns B-minus in national state government ranking
The Pew Center on the States graded all 50 states on budget, staff, infrastructure and information management. Kansas tied for mid tier with 18 states at B-minus, while 18 scored higher and 19 lower. the national average also stood at B-minus. The report praises Gov. Kathleen Sebelius for involvement in agency operations and notes education spending growth and a revived 10-year transportation plan, though much of increased school spending stems from a court mandate. It highlights planned reforms to state employee pay, seeking a five-year plan with performance based pay and substantial funding.

Kansas Lottery seeks 60 day extension for casino contracts
The Kansas Lottery Commission asks Gov. Kathleen Sebelius for an additional 60 days to negotiate 13 casino management contracts across four zones. Ed Van Petten says more time is needed to review each proposal as deadlines approach in Cherokee, Dodge City, Sumner County and Wyandotte areas. The review board would still decide within 60 days of receiving contracts, with possible delays in south central and northeast zones. Kansas aims to own and operate state casinos, despite a pending Supreme Court hearing and a friendly lawsuit filed earlier by the attorney general.
