Kansas lawmakers moved to curb inhalant abuse by classifying huffing as a crime starting July 1. The bill adds common solvents and toxins to the Driving Under the Influence definition, with enforcement supported by police noting youths inhale glue and spray paints to get high. Authorities warn inhalants can cause brain damage organ harm and developmental issues in children.
Kansas lawmakers approved a new law making huffing a crime beginning July 1. The act expands the definition of drugs under the DUI statute to include inhalants and a laundry list of household toxins. Garber City Police note detection is difficult and enforcement relies on catching suspects in the act.
Garden City officials and local business owner George Wharton warn residents to water wisely after record May heat and ongoing June heat. He notes up to half of sprinkler output is wasted to wind and evaporation, urging morning or night watering and skipping daily irrigation. Suggests every other day or three times weekly in peak heat, two times weekly otherwise. May water use set records, forcing wells to run harder to supply about 6.8 million gallons daily.
Justin Tannahill, 19, is in surgical intensive care at Via Christi St. Francis in Wichita after a rollover on Kansas Highway 23 near Dighton. He suffered multiple injuries and is on a respirator, with surgery planned to place titanium rods in both legs.
Keith Lebbin of Western Kansas Groundwater Management District No 1 says critics blame the Western Kansas Weather Modification Program when moisture falls or hail damages crops. He cites a 1961 NOAA seedization effort that reduced hurricane intensity but drew international opposition, arguing blame shifts regardless of results. The program’s 2003 budget remains at 5.2 cents per cropland acre and 2.2 cents per range land acre for each participating county, with Greeley and Wi- fields among 2002 participants.
