Labor Secretary Arthur J. Goldberg pressed last minute talks to avert an afternoon 2 p.m. EDT strike by Trans World Airlines flight engineers. Negotiators from the engineers and airline, backed by the National Mediation Board, worked through the night as Kennedy prepared to invoke railway labor act provisions to delay any walkout and broaden talks. The dispute centers on whether a pilot or an engineer should occupy the third cockpit seat, with the engineers threatening action if no agreement is reached. Meanwhile a separate 60 day delay option looms for a possible American Airlines ground workers strike under the same act.
