City denies Wheatland franchise agreement
The Garden City Commission denied Wheatland Electric Cooperative a franchise to serve city owned property near the Jameson Energy Center and wastewater plant. The site, annexed in November and zoned heavy industrial, is eyed by a large undisclosed manufacturer in talks with Wheatland and the city. City Attorney Grisell noted state law requires negotiation after annexation, with franchise approval mainly at the municipality’s discretion. See Wheatland, Page A5.
