White House eyeing amnesty and higher immigration quotas
A White House task force urges President Reagan to grant permanent resident status to about 1.2 million illegal aliens who have lived in the United States since before 1980 and five consecutive years. It also proposes doubling yearly immigration from Mexico and Canada from 20,000 to 40,000 and introducing a guest worker program. The report notes deportation of 3 to 6 million illegal residents is impractical and keeps the overall ceiling at 270,000 with added spouses and dependents. The plan awaits final decisions after talks with Mexican President Jose Lopez Portillo.
