In Topeka, a district judge admonished Larned State Hospital for handling of Mark Brull, a resident of the sexual predator unit who says staff harass him. Brull, jailed for two child sex crimes, has lived at the facility eight years and seeks a trial after suing the SRS in 2001. An MDHE investigation preceded a judge ordering return of seized papers.
