Tax refunds could add to shortfall in Kansas
AP reports state officials project a surge in income tax refunds in 2002, lifting the revenue gap. Revenue Secretary Steve Richards says refunds could exceed 50,000 more than 2001, adding tens of millions in costs. Last year refunds totaled $233.6 million to over 785,500 taxpayers amid a 7 percent drop in state revenues. Budget Director Duane Goossen warns of a $500 million to $700 million deficit for fiscal 2004. The rise in refunds stems from stock market losses and altered investor gains.
