Garden City considers mill levy tweak to cover health costs
Garden City officials face a 2015 budget of 86.5 million with an 87.6 mill levy after a public hearing on employee health insurance. Employee Jose Seijas urged a 3 mill increase to offset rising premiums while Mayor Roy Cessna said levy changes are closed. City Manager Matt Allen said some adjustments remain possible to benefits and pay.
City Budget Keeps 2015 Plan With Salary Pool and Health Costs
Allen outlined a 2 percent salary pool for potential pay increases, plus 1.6 to 4 percent ranges per employee, with an additional 0.5 percent added after valuation numbers. Health insurance premiums may see higher employer contributions, though a final decision will come later. The city added $40 monthly per position to the health fund, setting employer premiums at $800 this year and $820 next year. Employee premiums vary by plan, described as a cafeteria style choice. The commission kept the 2015 budget intact, with projected property taxes of $6.6 million and a general fund mill levy dropping to 18.665 mills for 2015. General fund spending authority rises to $23.9 million in 2015, and the 2015 valuation is $175.7 million, about $6.4 million higher than 2014. The general fund cash carryover into 2016 is projected at $2.5 million, $150k above last year, supporting bond ratings.
