House Social Security bill would raise national debt
An AP analysis on the leading House Social Security overhaul says the plan would marginally extend solvency but add about 851 billion dollars to the national debt over 11 years. It proposes personal retirement accounts funded with Treasury bonds equal to surplus payroll taxes through 2016. The 2017 payroll tax surplus alone is projected at 84.5 billion dollars. The surplus funds currently finance other programs or priorities such as tax cuts or Iraq war funding.
