Agreement with Kohl's could advance in city talks
A proposed agreement may pave the way for Kohl's Department Stores to locate in the city. It would use 900000 dollars in sales tax over a 20 year period and requires monthly reporting of sales tax to calibrate city budget impacts. The plan mirrors a tax increment financing model but uses sales tax instead of property taxes.
