Garden City officials consider spreading electric charges over a 12 month period to shield residents from market swings as Sunflower Electric plans maintenance shutdowns at the Holcomb plant from mid March to late April. City Manager Halloran says the change would flatten spikes while not affecting city revenue.
Shawnee County District Judge David Bruns dismissed the case brought by Attorney General Phill Kline seeking to bar state funded abortions for Medicaid recipients. The judge ruled that federal Medicaid law takes precedence over the Kansas constitution, allowing abortions in rape, incest, or maternal danger cases and prohibiting them otherwise. The ruling ends the challenge to Gov. Kathleen Sebelius and administration officials.
More than 1,000 area residents attended the 58th annual First United Methodist Church Ground Hog Supper on Kansas Avenue and Main Street. Organizers Tim Miller and Dirk Shrimplin said the event, dating back to 1948, raises 5,000 to 6,000 dollars yearly for college scholarships and church expenses. Jerry and Sheryl Fisher noted the meal's value and a pie tradition draws longtime attendees.
President Bush assured Governor Sebelius Kansas will be reimbursed nearly 2 million dollars spent on Medicare Part D rollout. Health and Human Services Secretary Leavitt backed the pledge as Kansas faces 1.6 million in weeklong costs for 23 000 senior claims since January 1 enrollment. Senate chairwoman Ruth Teichmann questioned federal aid and warned of broader budget strain.
President Bush defended temporary guest worker permits to allow some Mexican immigrants to work legally for up to three years, arguing it would reduce illegal immigration. He warned amnesty could trigger more arrivals, noting about 150000 illegal immigrants live in Kansas, while some Kansas Republicans remain wary about the policy.
