GOP senators unveil health plan for Kansas compromise
Senate Republicans proposed a low cost package to aid low income patients with prescription drugs through nine clinics and a state supported discount program. It would avoid tax hikes and rely on health savings accounts, aiming to cover about 100000 uninsured Kansans without expanding Medicaid. Governor Sebelius favors a $50 million plan funded by tobacco tax increases, expanding coverage for up to 100000 people and boosting cigarette tax.

Kansas plans health care reform to curb rising costs
Gov. Kathleen Sebelius outlines a reorganization aimed at a single health insurance division to streamline state programs and leverage about 1.6 billion dollars in purchasing power. The move, if unacted upon by the Legislature, would take effect July 1 and keep operations and employee benefits stable. Senate President Steve Morris supports the plan, noting the potential benefits of central management. Bob Day will head the new division, which would not combine Medicaid and state employee plans.
