Brownback inaugurated as Kansas governor amid snow and budget storm
Sam Brownback took office as Kansas governor amid winter weather that moved the ceremony indoors. Frosty conditions slowed proceedings and threatened travel as the new administration pledged to protect vulnerable Kansans without raising taxes.
