Ron Highland said costs are unclear but could range from 1.2 to 1.5 million dollars annually if writing tests are included. Education leaders argue for options and flexibility while some oppose mandatory testing. The draft report also hints at replacing current state tests with an ACT based or other provider system, and notes six states already use ACT related tests for younger students.
