Kansas Water Act violations rise from rain aided enforcement

Kansas inspectors fined ten irrigators in 2015 for tampering with meters or falsifying use reports while about twenty others were penalized for overpumping. The spread sheet shows most cases from 2014 with some in 2018, and a few still being finalized. Rain reduced violations as a multiyear flex account helps irrigators bank water.
