Postal officials warn of a 5.4 percent nationwide hike starting Sunday with first class letters rising 37 to 39 cents and postcards from 23 to 24 cents. Garden City supervisor Donna Ramos notes the last rise was in 2002 and urges dropping mail by 5:30 p.m. Saturday at the local post office to avoid postage due charges.
The Homeland Security Department will direct about 765 million dollars in Urban Area Security Initiative grants to 29 states plus the District of Columbia, expanding eligibility to 29 metro areas including New York Los Angeles Chicago Phoenix and others to fund terrorism and disaster preparedness efforts. Memphis joins the list this year amid a shift to an all hazards mission following Katrina and post 9/11 design.
Mexico opened an investigation into the killing of 18 year old Guillermo Martinez who was shot near the San Diego border while trying to cross into California. Officials say he died in a Tijuana hospital as leaders push back against a U S House immigration bill to widen border barriers and criminalize illegal entry.
Salvation Army Lt. Craig Lurtz says the local Red Kettle campaign exceeded its $30,000 target by a few hundred dollars though final totals were not yet tallied. The drive ran from the Friday before Thanksgiving to Christmas Eve with 50 to 60 volunteers and a youth group contributing at least 600 hours. Stores participating included Wal Mart, Dillons, Sears, JC Penney, Walgreens, and El Mercado. For volunteer or donation information call 276-4027.

Administrators cite precedence and calendar committee decisions, while others in the region observe the holiday.
