Kansas Lottery bill clears House despite a flaw
The Kansas House approved a bill to extend the lottery's life to July 1, 2008, by an 82 to 40 vote amid bipartisan support and complaints from Democrats about insufficient review of lottery operations. The bill would curb ads, ban credit card purchases, and reduce daily Keno plays, with projected sales declines of 8 to 10 million dollars annually. A $4 million airport subsidy provision creates an extra $1 million funding clash, but Senate leaders pledge to fix it before final action hoped by week’s end. Senate hearings were planned with a possible Thursday floor vote.

School finance reform unlikely this session in Kansas
Kansas lawmakers show little likelihood of rewriting the school funding formula this session. Rep. Ralph Tanner warns debate time is short as a House subcommittee reports on defining a suitable education and funding, with a study planned after adjournment. A one year financing plan without tax increases is under review by the Appropriations subcommittee, amid revenue shortfalls. A separate education panel seeks greater accountability from K-12, aiming for 90 percent third graders proficient in reading, writing, and math under testing.
