Finney County sees crime rise with violent cases on list
County officials report 2009 saw higher aggravated robberies and juvenile sexual crimes while overall crime patterns shifted. In Garden City an Apple Garden shooting led to Kevin Chavez’s conviction for Phillip Brown’s death. Other murder cases include Juan Duarte-Lozano’s voluntary manslaughter plea, Joaquin De Anda charged with killing and assault, and Luis Montoya arrested after his wife Maria Montoya was found murdered, with a competency hearing planned.
