City appoints James R. Colwell as new chief of police
James R. Colwell, a Amarillo resident, was officially approved today by city commissioners to lead the 33 member police department with duties starting December 27. City Manager Deane Wiley also named Timothy G. Howard to the Garden City Volunteer Fire Department. The commission approved a long list of new and renewal licenses for the coming year including cereal malt beverage on and off premises, amusement licenses, insurance premiums, and numerous license and permit bonds for contractors and trades.

KC shootout charges filed in Roscher case
Kansas City police say Billy Roscher faced three counts of assault with intent to kill after a three hour standoff at his estranged wife Patricia Roscher’s home. Four officers were shot and another injured as Roscher fired over 40 rounds and barricaded his family inside before tear gas and police gunfire subdued him. He was wounded in the legs and later captured, to be arraigned from a hospital.
