Ratepayer Board may dissolve or refocus on fighting clean-air rules
The Citizens' Utility Ratepayer Board in Kansas, all appointees of Gov. Brownback, discussed dissolving or refocusing to oppose federal clean-air regulations at a Wichita meeting. The board voted to strip acting consumer counsel Niki Christopher of staff representation duties, question Capitol presence, and bar media comments. They aim to implement changes after former chief counsel David Springe left for a national utility advocacy post. CURB has represented residential and small-business customers in Kansas Corporation Commission rate cases, including recent settlement talks with Westar that reduced a proposed net rate increase from 152 million to 78 million.
