AIDS drug dilemma sparks safety overrule by NIH chief
In 2003 Dr. Edmund Tramont overruled NIH safety staff to reopen Uganda AIDS clinics using nevirapine. He argued the site was now the best in Africa and lab certified, despite reservations about research quality and drug resistance. NIH officials cite disagreement but uphold no misconduct. Bush visit followed.
