Kansas Supreme Court revives Wichita work program dispute
The Kansas Supreme Court reversed a lower court ruling that blocked Wichita from requiring fines to be paid by community service. The program offered five dollars per hour of trash pickup or service, with arrest threats for nonparticipation. Kathy Horst, in the program for 25 days in June 1999, challenged the plan under the 13th Amendment, arguing it violated constitutional slavery bans. The court did not declare the program legal or illegal.
