Inspectors barred from locked rooms in Iraq
U N teams faced a two hour delay at a new infectious diseases center in Baghdad as rooms were locked for prayer day. Officials say Iraq's 12 000 page weapons declaration omits missing chemical and biological weapons and possible uranium purchases tied to Saddam Hussein's nuclear program. Hans Blix asked for a list of scientists tied to chemical biological and ballistic missile programs amid questions over disarmament progress. The rooms were sealed for later inspection after Gen Hossam Mohammed Amin arrived following a hot line call.

Graves views legacy as modest after eight years in Kansas
TOPEKA AP Bill Graves doubts his eight years as governor will be a major legacy. He points to the 1999 13.5 billion transit plan and the Kansas Statehouse dome statue as potential memories, but says the budget crisis and tax cuts shaped his tenure more. Graves leaves office January 13 to lead the American Trucking Associations in Washington amid a projected 312 million deficit and a billion dollar gap over 18 months, with spending cuts and vetoes already in place. He argues tax cuts helped, defends lawmakers, and blames the post September 11 economic slump. He notes citizens judge performance by personal circumstances and criticizes political labeling.
