Neighborhood clean up grows into student volunteer movement
Garden City Police Master Patrol Officer Clint Brock highlights the Neighborhood Improvement Project as it expands from 21 to over 1,000 volunteers. Since its start in November 2009, the Kansas program has completed 25 projects including graffiti paint-overs, a blood drive, winterizing homes, and bicycle refurbishing. Garden City High School students, the majority of volunteers, also distributed food for the Kansas Food Bank and plan drives for Emmaus House and coats. Over 100 gallons of paint have been used and more than 4,000 volunteer hours recorded, with seniors like Kelsey Keosengphet coordinating efforts. The initiative has evolved into a social activity few expected, drawing enthusiasm from participating students.

Garden City Public Schools Superintendent Richard Atha and USD 457 chief financial officer Kathleen Whitley say the plan creates inequity, violating federal promises of equal educational opportunity.
