States only modestly prepared for health emergencies
A Trust for America's Health review finds states are only modestly better at handling bioterrorism and public health crises since 2001. Thirty-two states cut public health spending while Congress added near 2 billion in federal aid, and federal funds often fail to reach local authorities due to red tape. Florida and Illinois remain the only states fully prepared to distribute vaccines and antidotes from the national stockpile.
