Moran says drought relief fitful for Kansas wheat farmers

Congressman Jerry Moran told the Kansas Wheat Commission and Wheat Growers Association meeting at Finney County 4-H building that drought relief remains elusive. He noted the administration won’t fund drought aid directly, relying on the 2003 Farm Bill, while local drought hurts Kansas and nearby states face similar bills. Ken Palmgren warned that without disaster payments, layoffs could worsen as markets seek new buyers amid Doha Mandate talks. Barbara Spangler highlighted potential gains from WTO talks and tariff cuts that could open markets for Kansas wheat.

Attorneys clash over fees in open records case

In Topeka the state transportation department and The Garden City Telegram argued before the Kansas Supreme Court on whether the state should cover attorney fees after the Telegram was awarded 13,000 dollars by a Shawnee County judge. The dispute stems from a 1998 suit over railroad crossing hazard rankings in Finney County. KDOT had denied access arguing records were privileged under federal law and then claimed disclosure could expose employees who prepare the rankings.

Water proposal triggers clash in southwest Kansas debate

In Topeka opponents of a rule to end new water well drilling in far southwest Kansas told a legislative panel the move would block economic development. Liberal leaders criticized the district based in Garden City for acting without public knowledge as the 15 member board, mostly irrigators, voted to close the area to new water appropriations. The rule awaits final approval from Chief Engineer David Pope after a public hearing December 11 in Garden City.
