Homeowner fined over drought tolerant yard change in San Ramon
Fran Paxson replaced her lawn with California native plants and drip irrigation to save water and qualify for a district rebate. The Twin Creeks South Estate HOA fined her $50 a month until 25 percent of the front yard has grass again, arguing it would improve property values. State laws soon ban HOA fines for drought friendly landscaping, while water district officials say the HOA is out of line. Paxson advocates conservation, noting the move supports water use during a drought and that she followed district guidelines for rebates.
