Questions arise over how kidnapper went undetected
Neighbors knew Phillip Garrido was a registered sex offender and residents called him creepy Phil yet parole agents and police failed to uncover the backyard compound where Jaycee Dugard and her two children were held for nearly two decades. Authorities say missed opportunities included a 2006 911 call and a deputy who did not search tents or inspect the yard, prompting questions about how such offenses went undetected amid GPS monitored parole and regular home visits.
