Sebelius to Rewrite State Contracting Rules
Gov Kathleen Sebelius announced plans to rewrite state contracting rules to require bidders to provide more information on benefits. Firms won’t be penalized for lacking benefits but lower bid prices won’t automatically win. Sebelius pressed the reform during a Kansas AFL CIO gathering in Topeka and said final rules will be circulated soon. She also floated legislation next year to promote health insurance for low wage workers and to curb administrative costs in health care.
