Kansas hearing weighs higher local charges to curb long distance
The Kansas Corporation Commission opened hearings on a proposed settlement with three phone companies that could lower long distance rates but raise basic local service fees. Critics warn residential customers would bear the cost of business while backers say higher fees are needed to spur competition. The plan targets Bell and United Telephone access charges, with Bell rates dropping to 0.6 cents per minute and United to 2 cents per minute. local rates would rise for residential customers across carriers over three years. Lifeline aids low income Kansans unable to pay.
