Kansas law on racial profiling lacks enforcement teeth
Kansas police agencies largely ignore a 2005 anti-profiling law that requires annual race based traffic stop reports. Only 147 of 431 agencies filed last year. Missouri towns with tougher penalties show higher compliance. The law also created a Governor's Task Force on Racial Profiling, which has struggled to meet and act amid calls for concrete action.

With high advance turnout, anti casino campaigners warn of passionate opposition while gambling supporters expect strong yes votes from infrequent voters.
