Smart Start aims to bring early childhood program to southwest Kansas
Russell Child Development Center coordinates efforts to land Smart Start in southwest Kansas with a survey across 13 counties. Rebecca Clancy notes consistent but surprising results across towns from Garden City to Elkhart, highlighting needs for better child care, transportation, interpreters in schools, and resources for families just above poverty lines. The initiative seeks to foster cooperation among service agencies, using tobacco settlement funds via the Kansas Children’s Cabinet, with funding decisions anticipated by mid December and organizational work set to begin January 2005.

Kansas primary turnout exceeds expectations despite new rules
In Topeka and across Kansas the primary drew about 440000 voters, over Thornburgh's 430000 forecast. New rules required ID for new voters, allowed unaffiliateds to choose Democratic ballots, and pressured GOP unaffiliateds to switch at polling sites. Officials noted some confusion but overall smooth operation despite changes.

Election changes spur some concerns
About 210 Kansas polling places were closed or moved before the primary, raising worries that access may curb rural voting. Disability groups pressed for ADA compliance, while officials cite building ownership and renovations as reasons. Some counties consolidate to cut transition costs for new touch screen machines.
