Turning point in Butler County emergency plan
The 1991 Andover tornado exposed Butler County's lack of an emergency management department and a formal disaster plan. Jim Schmidt, later emergency director, helped transform the county from a relying-on-Wichita mindset to a regional, proactive trauma and weather readiness system with upgraded sirens, alerts, and local plans. He recalls triage at Central and Andover Road, mass-casualty challenges, and the shift to a coordinated response across towns, ensuring vaccination against future chaos.
