Manure rules may shrink farms and shift regions
A government study finds proposed EPA manure controls could reduce livestock output and push operations toward the Midwest and Plains. It says industry restructuring could lift commodity prices and farm income by nearly 30 percent, with higher prices not greatly affecting consumers. If manure use stays low, regional production could fall sharply, especially in the Southeast and Appalachia, while higher use could preserve output.
