Kansas Rural Opportunity Zones aim to lure families to decline counties
Kansas Governor Brownback signed the Rural Opportunity Zones measure to curb rural depopulation. Counties with double digit declines can offer five year income tax abatements to new residents who move from out of state, plus up to 3000 a year to repay student loans for graduates who relocate. The program relies on 1.5 million state funds with matching county support as lawmakers eye marketing and broader tax changes to boost rural growth.
