House rejects drivers license measure in narrow vote
In TOPEKA the Kansas House failed 60 to 57 to advance a bill tying security and identity concerns to a temporary driving permit for non citizens. The proposal would require facial photos for citizens and thumbprints for non citizens, with advocates seeking six year licenses and ITINs. critics warn permits could outlive legal status. An increase of 1.50 in fees would offset vehicle division costs.
