Syria scraps UN plan as Assad demands undermine truce
A UN brokered Syria truce collapsed after Assad's government demanded written guarantees from opposition to lay down weapons. The Free Syrian Army said it would abide by a truce but not recognize the regime. Activists reported at least 21 killed Sunday, with up to 40 dead. Russia may be the only major ally able to salvage the plan as other nations hesitate.
