Kansas House backs bill to stabilize farm valuations

The Kansas House approved a measure to fix farmland valuation rules starting in 2008 setting the annual capitalization rate between 11 and 12 percent to dampen swings. The change reduces use value tax revenues by about 580000 in 2004 and shifts state coffers. Rep Bruce Larkin notes the cost to the state while Tax Chairman John Edmonds says the move stabilizes capitalisation rate driven by interest rates. House action follows next steps before Gov Bill Graves.
